py_mpeg7 | MPEG7 Feature extraction and calculating distance

this is wrapping function Library to use mpeg-7 feature in python and calculate its distance. the library is adpated from the MPEG-7 XM Reference Software available at distance measure of DCD is replaced by Earth Mover's Distance because it's similarity measure is more accurate than MPEG7 Spec's according to W. Surong, C. Liang-Tien, D.
