Answered 2017-May-03 at 15:44Turns out that Xuggler sometimes has issues with 64-bit JRE. I switched to a 32-bit JRE and it fixed the issue.
To switch JRE in Eclipse: Using Eclipse I right clicked on my project and went to Properties->Java Build Path->Libraries. Then I selected "JRE System Library" and clicked "Edit...". From there I chose "Alternate JRE:" and selected a "jre7-32-bit" and clicked "finish" and then "OK". If you do not already have a 32-bit JRE installed you my have to do that first.
