your Kotlin version is quite old.

ext.kotlin_version = '1.1.51'

I think you will need to update it to newer version like:

ext.kotlin_version = '1.2.61'

Then rebuild.

Did you try this answer on SO? It helped me. I have multimodule project. You need to replace

style/Widget.Design.CoordinatorLayout

with

@style/Widget.Support.CoordinatorLayout

In all your styles.xml files. This issue happened with me when I tried to migrate on AndroidX (not only updated to API 28)
