You're trying to use jQuery's API before it's loaded. Just move the jQuery CDN to the top of your embedded code.

You can download it from GitHub.
PHP requires the Visual C runtime (CRT). The Microsoft Visual C++ Redistributable for Visual Studio 2019 is suitable for all these PHP versions, see visualstudio.microsoft.com.
