Requiring both "symfony/symfony": "^2.8.*" and "symfony/console": "^3.0" does not work, as symfony/console is a component that is also part of symfony/symfony. You need to get rid of one of this requirements.

You can download it from GitHub.
PHP requires the Visual C runtime (CRT). The Microsoft Visual C++ Redistributable for Visual Studio 2019 is suitable for all these PHP versions, see visualstudio.microsoft.com.
