QUESTION
My development environment relies on vagrant and virtual box. Everything used to work until a few days ago. Since then, every time I try to run vagrant up

for that plugin.
Try updating ruby
to a newer version. Also try using a tool like rbenv
to manage multiple ruby versions, in case you need ruby 1.9.1
for future projects.

Install vagrant-triggers
On a UNIX-like operating system, using your system’s package manager is easiest. However, the packaged Ruby version may not be the newest one. There is also an installer for Windows. Managers help you to switch between multiple Ruby versions on your system. Installers can be used to install a specific or multiple Ruby versions. Please refer ruby-lang.org for more information.
