I'd been meaning to do this FOREVER and I finally did: a local server suitable for populating new browser tabs with random selections from a database of notes. Here, you'll find the hacky project packaged up for for macOS, and odds are good you won't be able to get it to run on your computer! I'm sharing this only in the spirit of not totally hogging the code for myself. If you want to give it a shot, here's what you should do.
