The issue was that these services were being started as background processes. Starting them in the foreground was the solution.

Download NLP-ADAPT image from here https://athena.ahc.umn.edu/biomedicus-downloads/verify-umls/NLP-ADAPT.ova (this will take about an hour over wifi). You will need UMLS credentials (license and account) from here in order to complete the download.
