Google recently changed it policy to require a valid billing account before you can use Cloud Build. The first 120 minutes per day are free. Read the details here.

The solution is to create a Google billing account and assign the billing account to your project.

Go to the billing account page and create a billing account link.

Assign the billing account

Go to IAM & admin.
Select Manage resources.
To the left of each project is an ellipsis menu (three vertical dots). Click and select billing.

You have to remove @Res() reply from your controller function. As soon as you inject the response object, a lot of nest features stop working e.g. Interceptors.

If i'm not mistaken, when you're specifying environment variables for your backend you should say that emulator address is database:8000 instead of backend:8000:
