What is the pain-point that we are trying to solve here?. COVID-19 in not the only ailment that citizens are having right now. All other diseases still exist. Right now, access to hospitals and doctors are extremely constrained. Other than emergencies, cases are not entertained in hospitals. Many people can maybe use DocsApp/Practo type applications, but there is a need for pro-bono help for medicine to the entire country. What is our scope?. A good number of certified doctors and the people who are in furlough who would be ready to do give out their time and services, especially in vernacular languages. A huge number of patients who need help with ailments which does not require hospitalization.

            PWA with location-triggered push notifications?

            I've read that we can use Geolocation and Location-Triggered events to send push notifications to users, to - as an example - send a discount cupom when he/she is walking near a store.

            For all I could research, this is only possible using native technology. Is that right? Could I achieve today this same result by making a Progressive Web App with web push notifications? Can the service worker "wake up" based on the user current location?

            This is called Geofencing. There is a proposal for adding it to the Web, but the discussion has stalled and no vendor seems to be interested any longer. See the page at What Web Can Do Today for more info.
