Is it possible to add a horizontal scrollbar (to be able to scroll the items to the end of the line) while keeping the dimensions of the combo-box as in the screenshot attached in my message? And if so, how?

The standard QComboBox uses a custom view which changes the text elide mode (amongst other things). So you must re-set it to a normal QListView to get the behaviour you want:
