Answered 2020-Mar-06 at 09:48I figured out why we need this
required-api: param name="#target"
OPTIONAL(not compulsory)
It declares the name of the unit(in question it is main) requiring the listed apis. Only one instance of the param “#target” is allowed. When there is not instance of this param, it behave as if the target main was specified.

Install mypy-PyCharm-plugin
Requirements for building the plugin:.
Oracle JDK 8 Either javac should be available on your PATH or JAVA_HOME environment variable should contain your JDK installation path
Mypy The plugin runs the mypy executable to check types
Clone the GitHub repository.
Open the cloned directory in your terminal and build it using this shell command: ./gradlew clean buildPlugin or on Windows: gradlew clean buildPlugin The plugin file mypy-PyCharm-plugin.zip will be built in build/distributions.
In PyCharm go to Preferences -> Plugins -> Install plugins from disk -> Select the plugin file -> Restart PyCharm when prompted.
After restart you should find the plugin in View -> Tool windows -> Mypy terminal.
