Install redisconf-2020-streams-fastapi

This code accompanies a presentation given at RedisConf 2020. We'll be building a message bus that lets web clients consume message streams published by producers with access to a Redis instance, without the web clients or producers knowing anything about each other. This message bus uses Redis Streams to pass messages, just like the Atom library that handles communication for most of the Elementary Robotics stack.
