I'm trying to use Gitlab CI to build an AppImage, but fuse does not seem to be available in the Ubuntu Docker image. Is there any way to build an AppImage on this Docker image or one of the others available or do I need to make my own.

You need to extract the AppImage to be able to use it. Like this:

            Install make-deb

You can download it from GitHub.
You can use make-deb like any standard Python library. You will need to make sure that you have a development environment consisting of a Python distribution including header files, a compiler, pip, and git installed. Make sure that your pip, setuptools, and wheel are up to date. When using pip it is generally recommended to install packages in a virtual environment to avoid changes to the system.
