this is a custom request handler for the mongrel web server. its purpose is to make available the status of the rails handler for a given mongrel instance. mongrel is a multi-threaded web server, but due to a lack of thread safety in many of rails' sub-systems, the rails handler that ships with mongrel wraps all calls to the rails dispatcher in a mutex. this means the rails handler may only process one rails request at a time. any requests that arrive while another request is being processed will be queued and then sequentially processed. if any one request takes a long time, all queued requests will be delayed. with certain load balancing tools, it is possible to monitor the status

            I figured out why we need this

            required-api: param name="#target"

            OPTIONAL(not compulsory)

            It declares the name of the unit(in question it is main) requiring the listed apis. Only one instance of the param “#target” is allowed. When there is not instance of this param, it behave as if the target main was specified.
