Move into the project directory: cd ~/YOUR_PROJECTS_DIRECTORY/YOUR_PROJECT_NAME
Create the Heroku app: heroku create PROJECT_NAME
Instruct Heroku to install the development dependencies: heroku config:set NPM_CONFIG_PRODUCTION=false
