How can i save my user_id and employee_id into civil_status_table in laravel

Im new in laravel VueJS. i have a problem with saving the user_id that is reference to users_table and employee_id to employee_info_table. i can save all the the data in controller except for the foreign_key as i mention aboved. I also done creating their model and relationship .. my only problem is i cant figure out how can i save those foreign key .
